Sanitary Sewer Permit Process

The DPW and WPCA jointly issue permits for sanitary sewer extensions, connections, disconnections, removals or modifications in accordance with the Sanitary Sewer Permit Process and Sanitary Sewer Main Extension Policy. The applicant shall submit proposed plans to the DPW Principal Engineer for review with two (2) hard copies of such plans and an electronic copy of the plans in pdf format submitted to:

General permit requirements may include but are not limited to sanitary sewer flow calculations, sanitary sewer flow monitoring, confirmation of temporary discharge or other dewatering activities, coordination with the Norwalk Health Department, and registration with the WPCA FOG and Industrial Pretreatment Programs.

Sanitary Sewer Main Extension

The applicant shall submit the required documents as detailed on the Site Plan Review Checklist and comply with the Sanitary Sewer Main Extension Policy. General permit requirements include but are not limited to:

  • The typical review period for viable projects will be 60-90 days.
  • The applicant must submit an estimated cost of construction of the project.
  • The applicant must submit an Affidavit regarding Applicant’s ownership and control of sufficientfunds to complete any proposed sanitary sewer main extension project.
  • The DPW and WPCA will conduct a preliminary technical review per the City of Norwalk DesignDetail and Specifications, TR-16 “Guides for the Design of Wastewater Treatment Works,”Connecticut Department of Public Health–Public Health Code, or other good engineeringpractice standards.
  • Before any sanitary sewer main extension can be permitted, the applicant must submit notifications and participate in a public hearing as detailed in the Sanitary Sewer Main Extension Policy.

Lateral Design and Connection

All new construction, repairs and/or rehabilitation of sanitary sewer laterals in the WPCA’s service area shall comply with the requirements of the Lateral Design and Connections—Procedures andRequirements and the City of Norwalk Standard Detail Drawings and Specifications.

The size, slope, alignment, materials of construction of sanitary sewer laterals, and the methods to be used in excavating, placing the pipe, jointing, testing, and backfilling the trench, shall all conform to the requirements of the City of Norwalk Standard Detail Drawings and Specifications or as specified by DPW.

All costs and expenses incidental to the installation and connection of laterals shall be borne by the owner. The owner shall indemnify and hold harmless the WPCA from any loss or damage that may result from the installation of the lateral sanitary sewer.
